The fish is dying but is not dead yet. I would advise you to sort out your water quality issues before replacing the fish. The basic rule is "1 inch of fish needs a minimum of 1 gallon of water". On top of this, a tank containing fish should have a cycled filter and at least 50% of its water changed weekly.
If your goldfish is in a Bowl then you are killing your fish in ignorance. That was OK back in the 18th century. In this century it is regarded not only as wrong but stupid to try to keep a fish in a container that is obviously far too small to sustain life. You should know better. Your fish is dying slowly from a lack of oxygen and ammonia poisoning. It simply is not dead yet. If you give it some fresh water NOW it may survive but you would then need to follow the rules. The basic rules for successful fish keeping are as follows. :- 1 inch of fish needs at least 1 gallon of water.(a goldfish needs at least 10 gallons of water) :- Every tank must have a permanently running 'cycled' filter. :- Every tank must have at least 50% of its water replaced every week. Keep to the above rules and your fish stand a chance of surviving. Fail to keep them and I can guarantee that your fish will get sick and die way before they should.
Change its water NOW!!! You just may save it.

Sounds like flip over disease. This is where the fish will lay sideways, either going close to the surface or down to the bottom of the tank. It can still swim but swims on it's side. You can Google it if this appears in your fish.
