I have Type1 Diabetes and as far as I know it doesn't alter the fertility status. It may just not be working or him sperm count may not be high enough. There is a large number of possibilities as to why it hasn't worked yet. My suggestion would be to see a doctor and test both of you to find out the cause if the problem persists.
