Because the outside handle has lost it's connection with the locking mechanism.
To remove the outside handle of a Citroën Saxo, first, you'll need to open the door and locate the screws securing the handle, usually found on the inside of the door panel. Remove these screws, and then carefully detach the inner door panel to access the mechanism. Once you have access, you can disconnect the handle from the latch mechanism and slide it out from the exterior. Remember to handle all components gently to avoid damaging any clips or wiring.
First you need to remove the trim bezel around the handle on the outside of the tailgate. Then remove the three bolts on the inside of the tailgate,that hold the handle in place. Next remove the latching mechanism rods from the handle,and remove the handle from the tailgate.

take of the inside door panel and check that the handle is not broken. It is common for the Lugs that hold the connecting rod to brake off so the handle looks ok but does not actually connect to the mechanism.

Most often the cause is two broken clips inside the tail gate mechanism. By pushing upwards you can remove the plastic bezel around the tailgate handle; its just snapped into place. You should now be able to see the mechanism under the handle. There are two metal bars coming in from the sides of the tailgate. These operate the latches on either side of the tailgate. They are attached to the central tailgate handle mechanism by plastic clips. One is pink and one is green; colored to indicate whether they go on the right or the left. You can get these clips from a dealership for about 5 bucks a piece. Hope that helps.
Remove the inside door cover. The handle is attached on the inside of the outer door panel. You must remove all of the lock and mechanism linkage to remover the handle. It's pretty tricky but take your time and you will be fine.
