they're on different fuses....but i also suspect that it could be 2 different fuses are blown....check the ground connections to body to both lamps/lens bodies at rear

Apperently there are no fuses for the reverse light. First check the wiring that goes down the trunk. The wire tend to split due to the trunk going up and down.

While working for a RV dealer, I came across a similar problem where the clearance lights would flash with the directionals. Turned out to be a shorted filaments in one of the rear dual filament bulbs.
