you have to completely remove the seat belt case and replace the seat belt, you can go to a junk yard, and get one from a compatible car.
The wiring or switches for the front seats may be damaged or unplugged. Also, if you leave anything such as heavy books etc on the passenger seat the light with stay on.

Your limit switch is probably dead. The automatic shoulder belt has a limit switch at each end of the track. When the belt reaches a switch the motor stops turning. If the door is opened, the motor will keep turning one way until the front limit switch is pressed. When the door is shut, the motor will turn the other way until the back limit switch is pressed. If the front switch is shorted, then it's always telling the motor that the seat belt is extended. So the motor wont extend the seat belt at all. But if you manually extend the belt and shut the door, the belt retracts because the rear limit switch is fine.

The spring may be locked or broken in the seat belt mechanism. You can order this part and replace them yourselves or have them replaced for a low amount.
