Your windows vista laptop wont go to the Factory settings restore screen when you tell it to it just goes to safe mode page any suggestions?

Ive been told by various websites including toshiba sites to hold down the 0 key while booting and it should take me to the factory reset page but it doesnt work no matter how many times i try it. I dont have any factory reset discs because they dont give you any any more. I have a toshiba satellite a200 windows vistahome basic laptop. Note: i have had the harddrive replaced in my laptop and it says its a Samsung HM160HI - (si) does that have anyhting to do with why its not going to that page for me?
