The staircase to the torch was rebuilt by SRS, a specialty handrail fabricating company in Metuchen, New Jersey, in time for the reopening on July 4, 2009. The staircase and handrail needed to be custom fabricated in place, as was the original. You can now go up to the torch.
At one time, visitors to the Statue of Liberty were able to go up a winding staircase to the torch and look out from there. But the torch was closed since an event known as the Black Tom explosion occurred on July 30, 1916. There are no plans to reopen it.
