The following answer assumes a clear glass bottle, generally round cylinder in shape:

If you can only choose one or the other: refract. Light shines through a bottle and gets "bent" along the way before it comes out the other side.

However, common observations reveal that the surface of a given glass bottle is shiny, thus reflective, as well.
