Your iPad 2 3G can serve as a Wi-Fi hotspot. Navigate to "Settings", "General" then "Network". Select "Personal Hotspot". Move the button into the "On" position. Create a password for this connection. You can connect wirelessly, or use a USB cable to tether the device to your computer. If you aren't using a cable, check your network settings for your hotspot. Enter your password when prompted. Use the settings page to turn off your hotspot.

You can buy an iPad from The Apple store and Bestbuy. I wouldn't get an iPad yet because two things,1. They don't have 3G Edge yet. (You'll have to wait until 3G iPad comes out.) :(2. I heard rumors that its so big and the metal on the backside of the iPad, makes it hard to connect to WiFi. (I think when the 3G iPad comes out, the backside of it will probably have black on the backside just like the 3G Iphone. That means if you drop it, it won't slide like the original iPhone.) But the 3G still has a lot of metal on the back and there is only a little black plastic on the back top of the iPad.
There is only if you purchase the WiFi & 3G version, then for the 3G there is a contract needed with AT&T, but this can be turned on and off, it is not a 2-year contract. But for the regular WiFi iPad there is no contract required.
