A portable air conditioner is a self-contained unit that will cool a space without needing to be either permanently or semi-permanently installed. Permanent units are whole-house and through- the-wall air conditioning units. Semi-permanently installed units are window units that can be moved, though they are not meant to be moved often. A portable air conditioner can be taken from room to room as needed, as long as there is an available window to attach the vent to.
Portable unit BTU ratings do not cool as effectively as a window unit of the same rating. If an 8,000 BTU window unit is known to cool a room well even on the hottest days, a 10,000 BTU portable air conditioner is most likely not going to be able to effectively do the same job. The issues are the speed and size of the built-in fan, the size of the evaporator coil (the cold coil), and the fact that the hot side (condenser coil) are all contained in the unit.

Hi: I would sincerely love to see what you are referancing me to when you say a stand alone portable air conditioner. I can clearly visualize a dedicated portable dedicated dehumidifier. The answer lies in the cooling coil design and its thickness and fin design. A thick cooling coil with many close space fins will remove much more moisture in a single pass than will a thin one with wider spaced fins even if the temperature design of the coils remains the same. Therefore, you can pretty well assume a dedicated de-humidifier will pretty much have this factor incorporated to its most practical limit which would answer your question very clearly.
