Ingredients
In 9 x 13-inch pan or casserole put a layer of shredded cabbage. In bowl mix ground beef, eggs, rice, onion, garlic salt and pepper. Layer on top of cabbage. Add another layer of cabbage on top of ground beef mixture then add water and soup mixture and pour over. Bake 1 hour at 375 degrees or until done.
