i beleve the horn botton is part of the air bag assembly so you need to replace the whole air bag
You can replace an air bag with a new or used one but you can't service one.
I would suggest you take this to a professional. The sensors may or may not need replacing. If they do and you replace the air bag without replacing the sensor, the bag may deploy prematurely or not at all in an accident. This is not a DIY job.

no u dont we have had airbags deployed in our blazer but just cut them off as good as we could and went on with life
trick the mechanism and set it off... with out the compressed gas and or air bag.. if it works, then there would be no need to replace or reset... however, if nothing happens, atlernative solutions advisable
