California; Sequoia, Yosemite, and Kings Canyon National Parks were established in 1890. General Grant NP, ( named for a giant Sequoia, named for Grant) was established in 1890, Kings Canyon was actually established in 1940 but included General Grant. Basically additional land was added to General Grant NP and the name was changed. Sequoia and Kings Canyon share a border and are administered jointly but still considered to be separate parks.
Yellowstone was the first officially designated National Park 1872, Hot Springs Arkansas was designated a National Reservation in 1832, before the law that established the National Park system was enacted in the 1870s. It became a NP in 1921. So if you don't count it, you can move Grant/Kings up to #4. Mackinac National Park, Michigan was established in 1875, but was turned over to Michigan in 1895 and became a state park, so if you count it move Grant/Kings back to 5.
Washington DC was established in 1792, with many planned and completed open spaces designated as National Capital Parks, later those areas were administered and became part of the National Park system, but not designated as National Parks, the Mall, White House and Capital grounds and others.
