It was basically a tincture of opium (opium dissolved in ethanol). There were standard concentrations of laudanum, but since the opium used could have various concentrations of morphine & codeine, one batch of laudanum could be weaker or stronger than a previous batch.
It is possible, more likely instead of making laudanum from opium, criminal would make heroin. Kilogram for kilogram, heroin has more profit margin than laudanum. I'm sure that people entering the US from countries where laudanum is available ACCIDENTLY bring it into the US illegally.
