With a judgment and execution, the sheriff can. Without it no. But the collection agency can never legally access it. However, there are ways to do it illegally. Can the creditor do it... ? If you have a citizens acct and a debt with them, then yes, they can legally access whatever accounts you have with them. But a creditor can't just get access to you bank accounts.

I did not. I am not sure how they were able to do it, but they got a court order placing a hold on my checking account (took all the money that was available) and I am not able to withdrawal any money from the account until such a time that the debt is satisfied. I would advice that you contact them to try and set up some sort of payment plan if and when they do get access to your account.
A lot of times when a bank goes out of business they are "bought out" and another bank takes over any open accounts that are still remaining. The best thing you could do would be to contact the bank that bought them out (you can probably google that info) and ask them how to proceed so that you may access those accounts. Good luck!
