If they don't or wont then contact you CC company and log a formal complaint - explain in writing what you've bought, from whom, and that delivery has not been made to you or to someone nominated by you for receipt.. Items purchased through most good CCs have a insurance attached which allows you take claim back the services or products which are not up to the description or not delivered.
