The department embarked on intensive capacity building initiatives at the District Assembly and the secretariat level. The following were some of the activities undertaken in areas of capacity building;
- Refresher course for assembly members and National Volunteers of the 28 newly created Districts
- Refresher course for Assembly Members of Metropolitan and Municipal Assemblies ( 14)
