About the only way to keep it to a minimum is with constant vigilance. For example, in school, teachers constantly watch for cheating such as essays that are too similar to another essay, or test answers that are the same as a person who was close to that student. In business, they often use video cameras to catch people doing what they're not supposed to be doing. You can also try having a talk about why cheating is wrong and why people should not do it.
