This recently happened to me. I called the issuer (tax refund agency) and they said to return it with a request to reissue it. Copy it and your letter first. Ths was after the 60 day period, not 11 years. But technically it would still be a liability on the company's books so they may be willing to reissue it. Call first. And check withyour state Banking Commission.
The maker of an outdated check generally does not have a legal duty to reissue a new check, but it may depend on the circumstances and the relationship between the parties involved. If the payee has not cashed the check within the specified validity period (usually six months), the check is considered stale, and the maker may choose to reissue it as a courtesy. However, the obligation to do so is not legally mandated. It's best practice for the payee to communicate with the maker to discuss reissuance if needed.
In almost all cases, the balance between the check book and bank statement will not match because any transactions that you did using your ATM/Debit Card will not be recorded in your check book. The balance on your bank statement will be accurate and that shows the actual amount of money you have in your account. If you do not use your check book frequently then the entries in it may be old and outdated.

Outdated means obsolete, unfashionable, antiquated, and out of date. Something that is outdated is not modern and sometimes is no longer useful. The opposite of outdated is up-to-date or current.
