Well, very literally, it's all year! You must make estimated payments, or payroll withholding, etc, and many other filing over the year. Business deal with taxes everyday. For personal returns though - Except under unusual circumstances, like death, you must wait until the end of the year to file, many of the forms for filing aren't even ready yet - in Novemeber! Basically, you can't file a return until the required documents, generally due by the end of January, are received - like from employers and banks and such. So file in February and probably get fast action.
