I'd go with paying the State and contacting the Feds. Why? The State is only a very small proportion of the Fed, and more than likely you can clear it and be done with it (if not your problems are likely much more severe than you realize). The Feds are fairly open and well set to establish a reasonable payment plan upon your requetsing it.
