No. Engineers can design plans to be Survivable but not bullet proof. Helicopter blades are designed to take a 23mm High-Explosive round but it may not fly as fast(vibration can damage transmisssion) or take more than a few rounds. Fuel tanks are designed to take a bullet and not explode or leak too much fuel but multiple rounds will definitely do damage.

That is why the movie "Air Force One" is so comical. The movie depicted Air Force One as bullet proof on the inside. During the developement of its predecessor, the E-4 Airborne Command Post(also a B747), they wanted to make the interior walls sound-proof ---not bullet-proof. This was for security reasons so that an enlistedman doing his job would not hear the plans to blow up Russia. The extra weight in the walls would have put the aircraft over the MAX take-off gross weight. The plan was canceled.
