a "jet" pack uses jet engines for power - the fuel would be jet fuel but it needs air for combustion so i guess you could say it is powered by an air and fuel mixture - propulsion back packs have also been powered by rockets but using air only would probably not be be practical - to get enough lift would require a very large reservoir of highly compressed air - a turbine fan would require too much power to give enough lift - jets are definitly the way to go i would think there are several anime movies that have cities, vehicles, machines and even back packs powered by compressed air - unfortunatly its not practical even with current technology to build air reservoirs and lines, valves etc that can handle the extreme volume and preasure required for a small vehicle - it would make an awesome power source if it were possible - if a preasure vessel with those sort of preasures were to fail the resulting explosion would be as great as a very large bomb
