A couple of possible reasons. Downtown real estate can be quite valuable. A cemetary would not necessarily be cost effective. Same with airports. Airports require a large spread of land area. Also if a downtown has tall buildings, that can impact air traffic patterns in and out of the airport. Not sure how kennels fit into this question, though.
