Progressive, and not in the usual sense of the word- might be a better word. instea of development, as the term Progress is usually used ( a progressive, advanced auto) for example, the disease gets progressively worse, it can be ameliorated or controlled somewhat but not cured., a loose analogy is visual impairment, It can stabilize if corrected, but no way can one go from specs to 20/20 overnight.
