Perhaps by "velocity" you're referring to the wind "vector," i.e., speed and direction. If so, the answer is simple: The wind speed alone is little help when calculating aircraft course. A pilot also needs to know the direction from which the wind is coming in order to accurately calculate intended course and speed.
