Two main reasons a car wont start are gas and fire. Is it getting gas to the tbi (carb). Are the plugs getting fire(spark). Track these two down and you will find your problem.

Not on a stock fuel injected car. The pump is in the tank.
The computer grounds the fuel pump relay which in turn sends power to the fuel pump.
Yes there is in the fuse panel under the dash to the left of the steering column.

I woulda thought to reset the computer but I guess a new one would have taken care of that. Did you check all the wiring for the 2 components? I can only think that its shorted somewhere in there.

The fuel pump is down in the gas tank. Remove the tank and you will see where the fuel pump is plugged in. Just remove the bolts and unplug everything and reverse the procedure with your new pump.
