Check to see if there is a sticker on the end of the driver's door showing the original size of tire , and compare that to what is currently on the Ranger. Any change in tire size or wheel/tire combination if it is not a similar diameter as the factory set up will throw off the speedometer.

So it has to be either a bad wiring harness/plug connector, OR a bad speedometer head (unlikely).

Treat it as such. Look at the power steering first. Is the belt intact and tight? Fluid full? Digital readout on odometer or mechanical? If mechanical, and the speedometer still works, then it is just the odometer that's bad. Direct connection speedometer to odometer, with no connection to the power steering as far as I know, and no reason for there to be. Even if digital, the power steering is simply a pump and some hoses with no need for anything electrical. There is no reason for the two to be connected.

The logical problem - would be a broken speedo cable. The speedo & odometer are both run from the same cable.
It should be computer controlled. At least my 93 is. It goes to the computer which reads the speed sensor and adjust the speedometer and odometers.
