Is it cable operated? If so probably needs new cable
If the speedometer and odometer are not working it may be a faulty VSS (Vehicle Speed Sensor) located on the tail end of the transmission. If only the speedometer is not working it is probably in the cluster and would require replacing the cluster as one unit with a new, rebuilt or used cluster.
Check the sensor that is attached to the transmission. The other possibility is that the motor inside of the speedometer is broken. That happened to me on my 93 Wrangler. Went to the junkyard and got another instrument cluster.
If the speedo works, but the odometer doesn't . The cluster needs replaced.

if the speedometer is bad, the dash cluster has to be replaced. this usually done at the dealer because the cluster has to be programmed with software to function correctly. the dash cluster are usually between 200.00 and $250.00 and no more than $100.00 in labor
You would fix it by replacing the instrument cluster. The speedometer itself may not be faulty, it is more likely to be a problem with the speed sensor.
May have replaced the wrong sensor or you have a bad wire in that curcuit. gm Jim
The cluster has to be synced with the PCM. You'll have to get this done at a dealer.
the dashboard cluster could have broken. That happened to my 2004 trailblazer and I had to get it replaced
First check the speedometer cable going into the top of the transmission. If it is not broken the instrument cluster must be replaced.
