yes it sounds like and bad thermostat is sticking open or low antifreeze

In addition, consider these other causes of reduced coolant flow:

• Cooling system clogging up - thorough (professional?) flushing. Ideally this would be both the engine and the heater core, although the heater core can be flushed independently of the engine.
  
  If your cooling system hasn't been flushed in recent years, this would be my first step.
  
  
• Water pump - the fins on the pump impeller can wear away. This is more typified by hot air when the engine is above an idle, and cold when idling.
