Chevy uses a security system called "Passlock" in the Malibu, (from 1997-2004, also in the Impala from 2000-2004), and after a few years of wear and tear the cylinders start to bind up. The security system then interprets that binding as a potential theft situation, and it will then allow the car to start but it immediately shuts off the engine. Lock cylinders will cost about $260.00 at a dealership, plus labor.
