there is a fuse dedicated to the running lights on the 96 Thunderbird. Check your fuse panel under the dashboard for the proper fuse and check to see if it is blown.

no it wont work ur 1996 thunderbird has a 4r70w aode trans which is an electronic trans, the 85 crown vic aod trans is not electronic it will probably bolt up... but not much else

Factory security usually kills the ability to start but should still turn over. Aftermarket imobilizers can stop it from turning over. Does the starter work? Is there enough battery? Start with basics first.
Most likely a bad window motor.
Bad starter solenoid? Jump the small trigger wire to the starter cable -if it turns over probably a bad solenoid Check all cable for corrosion and tightness Bad starter? Bad neutral or clutch safety switch?
