I had to replace the entire assembly at the cost of over $100! When you remove the assembly you will see there is no real way to "fix" this thing. It's self-contained with no moving or removable parts. There may be a way to fix it, but I think it's beyond the average do-it-yourselfer. Good luck.

I would guess that both of your brake light bulbs are burned out, and only the high mount bulbs are still working.
