Removing the door panel on a 2003 Honda Civic require locating all the mounting hardware. There are a few screws placed on the door, once removed the rest of the door panel needs to be un-clipped. The panel will then come off.

look in your fuse panel for a fuse labeled HORN..pull it out and see if it is blown (broken)
