I am having the same promblem with my 2006 Trailblazer. The research I did on it points to the sending unit.
sounds like you have a bad ground wire on frame by the fuel tank. small black wire coming from the fuel tank and screwed to the frame.

You might plan to refuel when your fuel gauge reads one-eighth of a tank of gasoline. Some people choose to refuel when the gauge reads one-quarter of a tank remaining.
i just put in a new radiator and now temperature gauge reads high but their are no leaks

The fuel gauge on a 1985 Chevy Silverado will read full all the time if the sending unit is defective or the wire has come loose. When the tank is full, the sending unit normally shuts off which cause the gauge to read full.
The sending unit is either defective or it is hanging on something in th tank.
It is easier and cheaper to replace the temperature sensor--try that first
