It sounds to me like either the new pump may be too strong pumping oil out of the pan faster than it can flow back down to it or you have blockage not allowing enough oil to flow freely enough back down to the pan. When you let off it doesn't pump as much up at one time so it kind of catches up and the oil pressure rises. I would have the engine checked for blockage and if there's no blockage I would see about getting a little deeper oil pan that'll allow you to have more fluid in it.

1) Possible that the fuel pump may be going bad and failing to deliver the proper pressure 2) the fuel injectors may be plugged or dirty 3) make sure that you have the correct gas cap installed
