Me Helmet, has the same problem with my 1996 GMC Jimmy. I went to my local Chevy dealer to see if they had a switch but it turns out it is the entire cruize control, wipers and turn signals. So it ends up costing around 450 dollars for the entire piece but I am doing the cheap way out and trying to fix it myself. But do not do this unless U Know have alot of common scene and patience.
I just replaced my 1995 blazer switch assemble and i don't know lot about everything, but if i don't know how to do something i get on the web, it cost me 79.00 dollars for a brand new one and it took me 2 hours to put it in, you don't have to take off the sterriw wheel. I have good frinend that works for Firestone and he just had the right tool, I would never go to a dealship and but parts, your paying 300% more and getting the same part. it so easy, plus I put color bulbs in the cluster, why I was doing the switch. There is no "kill switch" on that Chevy Blazer.
The hazard switch and the turn signal and brake lights are all incorparated, chances are the 3-1 switch is broke internally check all fuses

On a 1998 Chevy Blazer, the parking brake switch is located on the top of the parking brake assembly. There are 3 bolts that hold the switch to the parking brake assembly.
