Check to see if you are getting power to motor
If so motor is defective
If not check fuses and relay
sounds like a defective blower module
alternator belt broke it drives the fan
in the trunk fuse panel. removing the hvac fuse should disable the blower fan (and the rest of the hvac system. so no heat and no air) this is what i had to do until i got a replacement blower power module. otherwise it'd stay on and drain the battery

under hood, passenger side, firewall, in heater fan motor case, it is actually a module on this car, expensive. 4 or 5 wires,mounts from the top of black plastic heater case.
If its the same as my 95 eldorado (4.6 northstar) you need to remove the intake manifold , the starter is in the valley pan.
check the bottom of the radiator there should be 3 of them
