The idle is controls ONLY by the PCM. Replace your ECTS along with cleaning the Idle Air Control valve located on the throttle body.

You can't adjust the idle, it is done electronically. You may have something needed as simple as a tune up or a vacuum leak or it may be more serious such as a burned valve.
