the receiver for the belt has a sensor. if it fails the light will continue to flash even though the belt is buckled. replace it!

There are 2 BCM's on my 2002 GMC Envoy. The first in under the left side of the rear seat. (This is the one I had to change on mine) The second is in the rear liftgate. You'll have to remove the panel to get access to it.
