In a 2001 Aurora, low beam headlights and running lights are not the same. Low beam headlights provide illumination for driving at night or in low visibility conditions, while running lights, also known as daytime running lights, are designed to increase the vehicle's visibility to others during the day. The two systems operate independently and serve different purposes in vehicle lighting.
You have different bulbs for low and high beam. Go to an auto parts store and tell them you need two bulbs for you car, low beam. Look in your owners manual on how to change your bulb. You shouldn't need any tools to do this.

Does it have Daytime running lights? It will be on with them
The daytime running lights work of the high beam, check those first.
The problem may be the electronic module that controls your daytime running lights. If there is a plug to the module, unplug it and the hi beam lights will work. The Hi Beam light indicator may not work now though until you replace the module.
You can,t switch between high and low beam in DRL mode. Only when you turn on the headlights with the HL switch.
The daytime running lights are the low beam lights run by a specific circuit. If they don't work then check your fuses and then the wiring harness for damage.
check your interior or instrument panel lights fuse, they usually are all connected and when the fuse blows they all go.
If your full beam doesn't stay on, make sure your light switch on the console is actually turned to "on". Unless you've had the daytime running lights disabled, then the lights will be on when switched "off" (!) and this means the full beam doesn't lock on, it only does "flash" mode. When the lights are switched "on", then the full beam should stay on.
