no you cannot. most engines .06 overbore is usually the safe limit. on a 350 .06 only gives you 10 more cubic inch. to get to 400 you would need to bore and stroke it. which gets very expensive. youd be better off looking for a 400 from a donor vehicle.
To build a 383 sbc (small block Chevy) a 3.75 inch stroke 400 sbc crank is added to a .030 inch overbored 350 sbc. This combination has never been released by Chevrolet in a production vehicle . So the answer to your question is no .
yes... some rs camaros came with a 305 and the only difference between the 267, 289, 302, 305, 307, 327, 350, 400 sbc is the stroke and bore. the block itself is essentially the same.
