yes 6 bolt windsor, and cleveland have the same bolt pattern. later model 5.0ltr bellhousing bolt pattern is different to both these, also dart performance blocks , windsor style use late model bolt pattern

Well it would all depend on what bolt pattern you need. Tires? Rear end? Seats? Transmission pan? Oil Pan? Manifold? Bellhousing?
no 351 windsor engine is small block. 460 is a big block

Absolutely. Chevy bolted them to the 350 straight from the factory. The 700 R4 has the exact same bellhousing bolt pattern as the 350 and 400 turbo does.
the bell housing bolt pattern is the same but the flywheel on 460 is thicker and makes they pressure plate hit bellhousing from 351m/400 there for it will not work you have to have a bellhousing from a 429 or 460
It is doubtful as the bolt pattern on the bellhousing is most likely different.
