They should be metric,bolts with numbers on them 8.8,9.8 ect.There could be a few SAE bolts on the engine depending on your engine type.If there are no numbers on them,and have short slashes they are SAE.
If the starter bolts are difficult to remove on a 1997 Ford Taurus, they were probably put on using an air wrench. An air wrench can be used to remove them or a product called Liquid Wrench.

It is on the left side, about half way down the steering column. It has two bolts holding it in and one holding the wiring harness on it.
