This is probably caused by a bad bearing in one of the units being driven. The water pump is a likely source if the noise is always there at any RPM. If it goes away at a higher RPM, it may be the harmonic balancer. This pulley drives all the other units. It can be easily checked to see if all the rubber is intact. You can also take the belt off and see if you can find a pulley that does not turn smoothly. Hope this helps.
