If you are facing the front of the vehicle it is located within the right side of the oblong opening in the plastic skirt. It has a cap on it so its hard to see just found mine !

I found the block heater cord, second hole on the bottom on the drivers side bumper, tucked in and you can't see it
If it has a block heater the cord will be somewhere on the front of the car, easily accessible. Unless it is a Canadian car or it was ordered as an option it will not have one.
It is on the block on the passengers side above the starter. If it has a cord on it the cord will be behind the bumper on the passengers side. the block heater is standard but the cord was a cold weather option. If no cord you can buy one from a ford dealer.
