If its a manual transmission Yes, the odometer will continue to add up the distance even if towed so you'll need to subtract the distance towed from the odometer when doing the oil change.

Yes it can be towed, either flat towed or on a dolly with the rear wheels on the ground. The 4wd Liberty has one of two transfer cases, an NP231 or an NP242, both having a neutral position that isolates the spinning wheels from the engine and transmission. If you want to flat tow, then you will need special rigging on the front of your Jeep.
