Usually relays will be intermittent, they are normally open or normally closed, when they wear out they sometimes cause intermittent issues such a fluke problems with fuel pumps the easy was to test is to find similar one in your fuse box and swap with a know good one if this fixes your problem then most likely your will need to replace, problems usually happen when relays get warm.

Even if the indicators are slow the relay should still click on and off. just open the relay box, turn indicators on and remove relays one at a time until indicators stop. The relay is usually a fairly large one. Hope this helps.
