Yes, you can. TBI stands for Throttle Body Injection, and a spacer can be used provided you have the clearance for it.
We put Billet pulleys and Throttle body spacer on mine & I noticed a HUGE difference in performance. Also, we are going to put headers on it. I noticed about a 35 - 40% difference with just the spacer and pulleys.

The wheel will be stuck or will shake the engine. if you put the spacer that attaches to the CV joint on back wards it will be hard to turn. there is a wrong way and right way to put that spacer on. I put mine on backwards and the wheel did not even turn. try cleaning it out with mineral spirits then regressing it and put back together.

Try cleaning the throttle body with a spray can of throttle body cleaner....worked for me.
Use dental floss to put it back them in. Stretch the floss out and thread the spacer through it ,and slide spacer back in. DON'T PUSH THEM DOWN WITH A TOOTHPICK BECAUSE YOU CAN IRRITATE THE GUMS!

The throttle position sensor is more than likely, misaligned and needs to be put back into spec. Otherwise check to see if something is binding up your throttle cable some where between the gas peal, and the throttle body (located in the engine bay.)
Because you are essentially doing the same thing the truck is suppose to do normally. You have a fuel pump which is located in your fuel tank (where you put gas in at the gas station) that delivers fuel to your throttle body. When you put gas in the throttle body then you are bypassing the fuel pump momentarily. Be careful though because this has been know to burn piston rings and blow engines.
To do so you'll need the intake, throttle body, computer, wiring and all associated sensors. A lot of trouble to go through. You won't pick up any mileage if your carb is in decent shape and you'll probably lose horsepower with the throttle body. The only thing you'll gain is the ease of fuel injection starting. If you are going to go to that much trouble put in a tune port engine from a Camaro, T/A...etc.
