The rear drum brakes may need to be set up. They can cause extra pedal travel, if not set up.
It is likely a microswitch and not repairable. It should be replaced or bypassed.
From everything I have read about this, if putting the jey in the 'ACC' mode for 10-15 minutes doesn't reset the system you will most likely have to have the key cylinder replaced by the dealer. The security Passkey system will probably have to be replaced or bypassed.
Regardless if the hole can be repaired or bypassed, it is not a 'do it yourself' job. The proper assessment of the necessary repair method should be made 'hands on' by an a/c tech you trust.
have you tried the proportioning valve. sometimes dirt will get in there and clog the returns.
make sure the air is bled from the system. if so then possibly there is other restrictions also check the air mix door, check where the hoses come out of the water pump sediment may be blocking the water flow if the hoses were capped and not looped

Check to see if your vehicle jumped timing.
There is no valve inside. It purely restricts flow to the front so that the more efficient front brakes are not doing all of the braking. You will only find these on disc/drum combinations. If you are experiencing a brake pull, you need to replace either the front brake hoses or one of the calipers. If the brake warning light switch is leaking, the proportioning valve will have to be replaced.

Depending on the placement of the leak, the tube could be patched or bypassed. It the tube is rubber then the bad spot can be cut out and replaced. If it is a metal tube then it will either have to be bypassed by running a hose past it to connect to the connections at the ends, or replacing the hose with a new replacement.
you might want to check for a blown head gasket or a cracked head or block. espically if it loosing water out of the radiator with out leaking on the ground.
